Mumbai's local government has taken steps against the film production company owned by Aditya Dhar after what they call repeated violations of safety rules during the filming of Dhurandhar: The Revenge. This action could greatly impact the film's current and future shooting schedules in the city. The Brihanmumbai Municipal Corporation has requested to permanently prevent B62 Studios from obtaining filming permits in Mumbai. This request comes after several reported infractions of police and city rules during recent filming in South Mumbai's A ward. Civic officials report that the Deputy Municipal Commissioner for Zone I has approved the plan to blacklist B62 Studios as well as two other filmmakers, Komal Pokhriyal and Nasir Khan. If this plan is accepted, these three will not be allowed to apply for filming permits through the Maharashtra Film, Stage and Cultural Development Corporation Limited portal.
Explaining the decision, an official from the BMC stated, "Now that we have the approvals, the three applicants – Komal Pokhriyal, Nasir Khan, and B62 production company – can no longer request shooting permits from the Maharashtra Film, Stage and Cultural Development Corporation's website. On Tuesday, we will be sending notices to these three applicants to inform them of the actions being taken, and we will also share a copy of this notice with the Maharashtra film cell and the head of BMC’s Business Cell. " The local government is also recommending a fine of Rs 1 lakh, citing claims that filming took place on a rooftop and that two generator vans were used without the necessary permissions. Furthermore, they have suggested that a Rs 25,000 deposit made earlier should be forfeited. The situation reportedly began earlier this month. On January 30, B62 Studios was allowed to film in the area between Modi Street and Perin Nariman Street in A ward. However, officials later asserted that the production seriously violated police rules by using fireworks and combustible materials during shooting on February 7 and 8. Consequently, deposits were taken away and a caution regarding potential blacklisting was given.
Still, another application — submitted under Komal Pokhriyal’s name — requested permission to shoot from February 13 to 14. Initially, that request was cancelled due to the earlier incidents. A new application was later filed to seek approval for a late-night filming schedule from 12:30 am to 4 am on February 14. Officials mentioned that the applicant had promised the authorities that they would not use any materials that could catch fire and received a conditional go-ahead, which included the need to get a no-objection certificate from the Mumbai Heritage Conservation Committee for any temporary structures in the Fort heritage area.
However, a high-ranking official noted that complaints were made around 12:45 am on February 14, claiming that lit torches were being used during the filming. “After we received another complaint about 15 minutes later, the Mumbai police team arrived at the location and took away the five torches that were being used during the shoot. They also confirmed that no flammable items were present during the filming until 4 am," the official stated.
After this second incident, the applicants reportedly told the authorities that any fire-related images would be created later with special effects. In a letter sent to the Deputy Municipal Commissioner, which was reviewed by The Indian Express, the A ward office has requested final permission to impose a fine of ₹1 lakh, cancel the deposit, and permanently ban the applicants and the production company. The letter points out "serious violations" that officials believe could have endangered public safety. Dhurandhar: The Revenge, featuring Ranveer Singh, is set to be released on March 19, 2026.
